Assistant Superintendent of Human Resources G.W. Neal explained, "We've always had the policy to where they can transfer, but there's been a transfer charge, so we're removing the charge, and they're welcome to move into the district for free. Neal said depending on the amount of space left in classrooms, he expects some where around 140 K-12 students to transfer into NISD from outlying communities next year.

Trustees met in a finance committee meeting Tuesday, and G.W. Neal, NISD assistant superintendent for human resources, presented a report from a committee responsible for reviewing a local district leaves and absences policy for employees.

Neal said the committee, which has representation from all areas of the district, has met twice and plans to meet again before the June board meeting.

"We asked the committee (members) to go back to their campuses and ask for input," Neal said."Some used surveys, and some asked (questions) during faculty meetings."

During the finance meeting, Neal read some of the comments to trustees.

While younger teachers were concerned about how the policy would affect them, some senior staff members wanted the younger teachers to be more concerned about instruction in the classroom, Neal said.

"Some were concerned that the level of education will be down when the teacher is out of the classroom," Neal said.

Neal also said that some employees who are not teachers were confused about how the policy affects them.

"At this time the administration is reviewing all material," Neal said.

A recommendation will likely be presented at June's board meeting, he said.

The option is seldom used, according to G.W. Neal, assistant superintendent and human resources director, because universities have become more user-friendly for teachers by scheduling classes on weekends, nights and afternoons and by offering online classes.

"It's something that's becoming obsolete," Neal said of the leave policy.

During a meeting of the NISD finance committee Tuesday afternoon, Neal discussed the recommendation with board members.
    ...
Aside from teachers rarely using the developmental leave option, Neal said filling a teacher's spot while that educator is on sabbatical can prove challenging.

"If you take developmental leave for one year, we have to go out and find someone willing to take that class for one year, and it's not often the experienced person you want in that position," he said.
    ...
Other aspects of the district's leave policy would not change, Neal said.NISD teachers receive five personal leave days each school year, and the district gives them five more sick days for personal illnesses or to care for a relative.

All 10 days of leave are available at the beginning of the year, Neal said, but teachers must earn them by working the whole year.
