    The July 3 blaze destroyed two parts of a five-unit exhaust filtering system at the Quemetco Inc. facility on 7th Street in Industry, said Mohsen Nazemi, deputy executive officer of the South Coast Air Quality Management District.

    The plant handles batteries with lead, arsenic, plastic, cadmium, chromium and other chemicals that can be toxic in some forms, according to documents from the state.Exactly what would happen in a major fire is unclear, although fire officials said it could get "ugly."

    Fortunately, air samples taken a few blocks away just after the fire began were free of harmful levels of particles or compounds, Nazemi said.

    The AQMD, which was also called to investigate various complaints, last year issued Warren notices for operating a flare in violation of an existing permit and for failure to properly maintain a wastewater sump, said Mohsen Nazemi, deputy executive officer for engineering and compliance.

    Those issues will be reviewed by the AQMD's hearing board, which will also hear an appeal from the group Communities for a Better Environment, which wants the agency to revoke the company's existing flaring permit, Nazemi said.
