The courts face their biggest challenges in protecting intellectual property in the world of information technology, Viktor Naumov, an attorney with Ernst&Young said.Protecting a tangible object is much less difficult than protecting an idea or a process that exists only in theory or in practice.
"The most difficult situation for the authorities to combat is the violation of intellectual property in the information technology sphere," Naumov said."In general, our authorities could not give adequate protection."
While no one disputes that infringement of intellectual property rights in Russia and the CIS is a problem, there is some question about how Russian authorities outside the courts are working to crack down on those who violate existing laws.
"The activities of our authorities are good, but not good enough," Naumov said.

Most local inventors are motivated to continue creating because of "low costs and the high intellectual potential of the inventors," Naumov said.
