    Frank was born in Kilmarnock, Ayrshire and began his education there at James Hamilton Academy.He went on to take a first in geography at the University of Glasgow and later added to his degree of B.Sc. that of M.Phil. in town planning from the same university.The award of the prestigious Thouron Scholarship took him to the University of Pennsylvania in Philadelphia, where after a year of study he gained a Master's Degree in City Policy.

    On his return from the USA Frank began what was to be his life's work and his great delight, entering the tourism industry as a Regional Officer with the Scottish Tourist Board.From that post he moved to become Marketing Director with the City of Glasgow Tourist Board before returning to the STB as Director of UK Marketing and the Scottish Convention Bureau.

    In an industry which by its very nature is subject to and responsible for many changes, Frank embodied constancy.His work of promoting Scotland was his constant enthusiasm and joy.His professionalism - and his powers of persuasion ! - were admired by all in the industry.A perfectionist, who demanded much of himself, he was always willing to give of himself for others and many have appreciated his experience, advice and support.Of the many high points in his career, two which were dear to him were the City of Glasgow's success as European City of Culture in 1990 and the staging, in Scotland, of the 1997 ASTA World Conference.

    Socially Frank was always good company, an easy and entertaining conversationalist and a constant source of humour and sheer good fun.He was a friend to many : reliable, generous and caring.

    Frank was also something of a 'bon viveur'.He loved to travel the world yet he also loved to be at home where he attended concerts, the cinema, opera and countless restaurants.He enjoyed entertaining and being entertained; sampling something good to drink, savouring good food, and relishing the company of friends.
