Roy is former chair of the MIT Enterprise Forum of Washington-Baltimore and a member of the MITEF, Inc. advisory board. Roy received a master's in electrical engineering from MIT, an MBA from the Wharton School at Penn, and his JD from George Washington University.

    Whose level playing fieldWhy does it always seem to be the incumbent local exchange carriers' ( ILECs ) fault when a reseller of dial tone is not making the kind of profit that is eagerly anticipated ( Observation Deck , Aug. 15 ).

    Let me make sure I understand the concept.An LEC is forced to sell dial tone to a competing company at a substantial discount , after which said competing company turns around and sells that same dial tone to a customer , at a profit.
