Mr. Moran was elected to the Assembly in 1985 and re-elected in 1987,1989,1991, 1993, 1995,1997,1999 and 2001.He was selected 1987 "Legislator of the Year" by the N. J. Association of Master Barbers/Stylists and Beauticians; was named Co-Honoree of the "1987 Humanitarian Award" by the Associated Humane Societies; was the recipient of the 1989 Ocean County Goodfellow Award; received the 1989 Distinguished Graduate Alumnus Award from Kean College; received the 1992 "Legislative Leadership Award" of the Northern New Jersey Chiropractic Society; received the Council of New Jersey Chiropractors 1992 "B.J. Palmer Stand Up for Freedom Award"; received the 1993 "Distinguished Public Service Award" of the New Jersey Burglar and Fire Alarm Association; received the 1993 Selective Service System "Certificate of Appreciation"; was the 1994 Shore Builders Association's "Legislator of the Year"; received the 1996 Public Service Award from the Ladies Auxiliary of the Retired Police and Firemen's Association of Ocean County Local No. 8 and was named an Honorary Lifetime Member of the Ladies Auxiliary of the Rtired Police and Firemen's Association of Ocean County Local No. 8; was named the 1997 "Legislator of the Year" by the N.J. Chiropractic Society, was named the 1999 "Legislator of the Year" from the N.J. Weights & Measures Association, was named 2000 "Legislator of the Year" by VFW Post 6063, received the 2000 Distinguished Service Award from the State VFW Commander, received the Family Friendly Legislator Award for 2000 from American Association for Marriage and Family Therapy of New Jersey, received the Garden State Legislative Award for 2001 from the Alliance of Automotive Service Providers, received the Legislative Achievement Award for 2001 from the State Retired Police and Firemen's Association, and was named the 2001 "Legislator of the Year" by the Academy of Ophthalmology Board of Directors.
On June 17, 2003, Governor James E. McGreevey appointed Jeffery W. Moran, Surrogate of Ocean County to fill the vacancy caused by the death of his predecessor Franklin V. Fischer.
