"We are not necessarily about programs that teach a sixth grader not to use," said Phil Mooring, the director of Wilson Families in Action and member of the coalition."We're looking at changing the environment."
    ...
"What they're saying is two-thirds of my friends would not disapprove of alcohol," Mooring said."That's the one that jumps off the page."

The group will begin to address factors that can lead to increases in substance abuse among young people and the detrimental effects illicit drugs can have on all aspects of a community, said Phil Mooring, executive director of Wilson Families in Action, the organization that helped start the coalition.

Input from leaders such as Wilson County Sheriff Wayne Gay and Wilson Police Chief Harry Tyson should help participants understand some of the problems associated with underage substance abuse, which can hinder economic development and overwhelm the court system and social services, Mooring said.
    ...
The coalition's mission is to ensure all areas of the community, from schools to the courts, collaborate and enact multiple strategies that will tackle underage substance abuse problems, Mooring said.
    ...
Mooring said anyone who wishes to participate should contact his office at 237-1242.

"So far it looks like we have 45 confirmed, and I'm absolutely delighted at the response," Mooring said.

"The N.C. Substance Abuse Prevention Providers Association, as well as prevention advocates across the state, had hoped that some of the revenue from the increase in the alcohol tax would go to preventing underage drinking," said Phillip Mooring, executive director of Families in Action and a certified addictions specialist. "It is unfortunate that did not happen."

"Certainly the tax increase on alcohol will generate revenue for North Carolina, but according to a study by Columbia University, for every $1 collected in alcohol tax, we spend $8.95 dealing with the consequences of problems related to the sale of alcohol," he added.
    ...
Even so, Mooring is committed to keep trying.

"We will continue to work with the General Assembly to protect our children and families. We just want to see reasonable and responsible tax increases on alcohol," he said.

"We know that increasing the tax on alcohol has led to decreased consumption, particularly among youth who are more price-sensitive," said Phil Mooring, chairman of the N.C. Substance Abuse Prevention Providers Association and a 30-year veteran of preventing and treating addictions.

"The 2008 N.C. Child Health Report Card ... reports that the percentages of alcohol and substance abuse among adolescents in North Carolina is 'troubling' and gives North Carolina an F in preventing underage drinking for the fourth year in a row," he told lawmakers Thursday.
