  Steve Miller, assistant fire chief for the Newberry Springs Fire Department and member of the CSD, said once the district received the Kiewit donation, it was required to handle it as they would handle public funds. The CSD couldn't just spend the money as it pleased, he said.
  
  "We have one set of rules to go by and that's the government code," he said.
  
  Miller and JoAnne Cousino, Newberry Springs General Manager, act as mediators between the CSD and the Senior Service Association.

When it requested the initial $20,000, the Senior Service Association included a list of how the money would be spent, on that list were several bills that are past due such as $589.13 to the Morgan Meat Company.

  The Newberry Springs Fire Department received the truck, built in the early 1980s, in 2006, after the San Bernardino County Fire Department listed it as surplus, said Newberry's Assistant Fire Chief Steve Miller.With a capacity of 4,000 gallons, two or three times larger than that of most water tenders, Miller said the truck has made "a tremendous difference" for the small department.
  
  Having a large-capacity tank enables one driver to move more water in a shorter period of time, maximizing the department's resources, Miller said.

  San Bernardino County Fire Department representatives did not return calls for comment, but Newberry Springs Fire Department Assistant Chief Steve Miller said the new station would take some pressure off his all-volunteer department, which currently responds to fires and collisions in Ludlow.
