    Scott Meyers, 37, the sheriff's son, began his career in law enforcement in 1992 working as a Winnebago County Jail corrections officer before becoming a patrol officer, patrol sergeant, and patrol lieutenant.

    In addition to overseeing all patrol operations, Meyers' new responsibilities include managing the department's SWAT team, bomb team and a newly created Special Focus Unit, a six-person task force that will be activated this month and will concentrate its efforts in "hot spots" or high-volume crime areas, similar to the Rockford Police Department's M-3 Streets Team.

    Meyers says, "We've got ballistic coverage on the side walls as well so not only are shooting toward the backstop of the range, if an officers is advancing through the range, a threat could pop up form the side of him ,which happens, and he can safely shoot to the side of the range without casing damage to the building or getting injured.

    "Anything that can keep people from drunken driving is a step in the right direction," said Winnebago County Sheriff's Deputy Chief Scott Meyers. "Even if someone makes the poor choice of trying to drink and drive, the device makes the choice for them whether they can drive or not."

    The device, which flashes the vehicle's lights and honks the horn if the offender tries to drive after failing a breath test, also may help other motorists help police crack down on drunken driving, Meyers said.

    "I think we're going to get more calls from citizens about suspected drunken driving," he said. "Before, they'd call if a car was swerving. Now, they won't be able to miss it. We won't either."

    Random sampling Meyers said he also likes that the new law holds stiff penalties for falsifying a test — like having someone else take the test for you — or tampering with the device.

    "People are always going to try to get around things," he said.

    In a 15-minute speech to the Winnebago County Board, delivered red-faced and indignant, Meyers last week defended his promotion of his son, Scott Meyers, to one of three newly created deputy chief spots. Meyers responded at the meeting after several board members criticized him.

    Meyers said he's not making apologies to anyone about the promotions. To charges of nepotism, he says his son earned the promotions and had to go to the merit commission and wait on a list like anyone else. He challenged board members to find one year the department didn't come in under budget. He pointed to a recent heroin bust at Concord Commons that took 5 kilograms of heroin off the street and a bank robber his department helped nab.

    He told board members if anyone had a question, to come to him for answers.

    Sounds like intimidation. Only Clint Eastwood goes mano a mano with the sheriff.

    In his defensiveness, Meyers hasn't made a good case for adding these positions in the first place.
