Scottsdale citizen and activist Michael Merrill says officials are ignoring concerns and complaints from residents.
"I got involved when I heard Napolitano say she hoped other municipalities would follow Scottsdale's lead," Merrill says."She would prefer that municipalities pay to patrol state highways.It's not supposed to work like that."
In Scottsdale, Merrill says the average resident has no idea that $700,000 of taxpayer money is funding photo enforcement on the 101."If they would put it on the ballot, it would be thumped.I'm sick of the city lying to people," he adds.

"They say on one hand they aren't making any money," Merrill says."On the other hand they say the $700,000 up front will be paid back by the fines."
Merrill and other opponents say safety has not been directly tied to photo radar in the Valley.
