Michael Merrill, district conservationist for the USDA, says the idea behind a rain garden is to create a natural filter for rainwater before it reaches storm drains, gullies and other conveyances that deliver it to marine ecosystems.The important thing isn't so much the type of plants chosen for the garden, so long as they thrive, but where the garden is positioned, and whether the soil drains properly.
"That's probably the trickiest part about the rain garden is the topography," he says.

"Individuals can do this and make a contribution to cleaning up the Blackstone River," he said.
