    Noelle Melton, research and policy analyst for NCRC, said in an interview that NCRC has been studying whether credit unions are changing their approach, but the current GAO report is not encouraging.

    "While credit union trade associations have been proposing to allow more credit unions to add large geographical areas as part of their service areas in efforts to serve more people of modest means, they do not provide any assurance that they will serve additional numbers of low-income people instead of expanding more services to wealthier customers," she said.

    Noelle Melton is a Policy & Research Analyst for National Community Reinvestment Coalition (NCRC), a non-profit association aimed at increasing access to credit and capital for working-class Americans.Noelle works extensively on national fair lending legislation and regulatory policy and has co-authored several publications on lending performances of financial institutions.Prior to working at NCRC, Noelle was a paralegal for a small litigation firm and worked with several social service organizations in the DC area.In 2006, she interned for the summer in rural Kenya for a micro-finance organization where she conducted train-the-trainer seminars providing local entrepreneurs with basic business skills.Since 2002, she has volunteered regularly at Miriam's Kitchen, a breakfast program for the DC homeless - serving as a sous-chef, case manager and fundraising event coordinator.She also has experience as a camp counselor at Birch Family Camp in New York City.Noelle earned her Bachelor of Arts and Master in Urban Public Policy at George Washington University.She has been a member of the Miriam's House Board of Directors since September 2006.

    NOELLE MELTON

    Noelle Melton is a Research & Policy Analyst for National Community Reinvestment Coalition (NCRC) and has worked at NCRC since November 2003.Ms. Melton conducts analysis for and has co-authored several NCRC publications, including Predatory Appraisals: $tealing the American Dream and Credit Unions: True to their Mission?.Noelle analyzes national and state fair lending legislation and regulatory policy and has worked extensively on predatory lending, regulatory relief, exotic mortgages, and Wal-Mart's bank application.In addition to her work conducting lending performance studies, she facilitates membership participation on related policy issues, such as opposing the weakening of CRA.Ms. Melton also serves as the NCRC representative on payday lending issues and provides technical assistance to members as needed.
