McMahon studies the tax and spending policies of New York City and New York State and issues recommendations on how these policies can be reformed to increase economic growth.

Prior to joining the Institute, McMahon was Vice Chancellor for External Affairs at the State University of New York.He has also served as Deputy Commissioner for Tax Policy Analysis and Counselor to the Commissioner in the state Department of Taxation and Finance; Director of Minority Staff for the state Assembly Ways and Means Committee; and Director of Research for The Business Council's Public Policy Institute.

McMahon has a diverse background in communications, public relations and policy development and has written or collaborated on many research reports and studies during his career focusing on the budget and economy of New York State.He received a B.A. in political science from Villanova University.

McMahon also produces NYFiscalWatch.com, a website which monitors tax and budget policies in New York City and State.
