Matthew J. McGrath counsels companies on government contracts and international business transactions.He is experienced in the areas of export controls; foreign military sales; international commercial disputes; international finance, including dealings with the Agency for International Development [AID], the Export-Import Bank, the World Bank, and the Defense Security Assistance Agency; and issues associated with bid protests and cost recovery and allocation.
Mr. Matthew McGrath is a frequent lecturer on international procurement.He authored a paper on regulatory trends in foreign military financing of commercial contracts for the National Contract Management Association's Topical Issues in Procurement series.He has also written articles on international contracts and financing for Procurement Lawyer, CP&A Report, Metropolitan Corporate Counsel, and Federal Publications' Briefing Papers.Mr. McGrath chaired the American Bar Association's International Law & Practice Section, as well as the Public Contract Law Section of the ABA's International Procurement Committee.
