Prior to joining GNP, McCullough co-founded and served as Chief Operating Officer for PrivacyLaw.net, a non-partisan, non-advocacy organization providing an online privacy resource portal and deliberative forum.Previously, he was a consultant on privacy issues advising businesses and non-profit organizations in the D.C. area.He has worked on privacy policies, including identity fraud, anonymity and pseudonymity.

A native of St. Louis, McCullough received his law degree from the George Washington University Law School and a BA in political science from Webster University.
