"All three applicants demonstrated that they were qualified for this court, and it was not an easy decision," said Lubbock County Commissioner Bill McCay.

Lubbock County Commissioner Bill McCay said Friday he is keeping an open mind on the issue until the revised report is issued.

"It's a great idea to study it and get a third party to grade us," McCay said.

Even if the final report shows the proposed consolidated dispatch system to be too expensive, it still will have been beneficial to research the issue and see where the current system can be improved, McCay said.

"At the very least, it will help us work better together," McCay said.

Commissioner Bill McCay continued to represent the commissioners in each hearing. He praised the work of each judge but said the budget did not have money for elected official increases this year.

"They are very hard working and they do a great job. In working with every department throughout the county, I have not come across an elected official who is not hard working," McCay said.

Commissioner Bill McCay, who spoke against the pay increases in each hearing, said the sheriff's department would fill the constables' role if voters statewide someday abolished the job.
