    Local Government Association president Genia McCaffrey says many Sydney councils are facing the same problem, with many areas already short of playing fields and parks.

    Ms McCaffrey says regional cities could play a role, "but this really needs leadership both at the state and the federal level".

    But Ku-ring-gai Councillor Tony Hall says he and two other councillors are against the proposal because he says the policy does not take into account existing parks and will badly affect homeowners.
