    Mr. Martinez has over 20 years of experience in construction management, construction materials engineering, geotechnical engineering and civil engineering. He is considered an expert in the fields of asphalt, pavement technology and testing.

    Responsible for the day-to-day leadership and operation of the firm, Mr. Martinez has developed ATSER into a multi-million dollar corporation with offices in Houston, Dallas, Austin and Fort Worth, Texas, and Denver, Colorado. In 1994, he founded ATSER Systems, a division of ATSER that produces a variety of construction software technologies. To date, three of Mr. Martinez's construction software packages have received United States Patents.

    Mr. Martinez received a Bachelors degree and a Masters in Civil Engineering from Texas A&M University, as well as a Doctor of Philosophy in Civil Engineering from Century University. In 1992, He was named as a "Young Engineer of the Year" by the Texas Society of Professional Engineers recognizing him for his outstanding technical ability, humanitarian, social, political and community involvement.     Mayor, we have reason to believe you're being pushed by your Hispanic Senior Advisor, Carol Alvarado, to name Fred Martinez, of ATSER, as the owner's Rep. for the new arena deal, We also have reason to believe that because of her pushing, at least 3 board members, (Al Luna, Celina Garza, and Howard Middleton) have already sworn their allegiance to his nomination.

    We hear more than ONE contractor is still seeking ANY kind of payment on that new building Fred erected for ATSER, after we raised such a fuss about you giving him free rent at 611 Walker for almost 2 years.

    So far we have described a man who doesn't keep his word to his partners, isn't making timely payments on his bills and who has broken his own profession's code of ETHICS...not someone we'd be willing to recommend for ANY position ... but then YOU always have a reason to back losers & liars .... what did you say about DeLibero? .. You didn't recommend hiring her based on her resume ... but on her results?

    Here's some photos of ATSER'S management skills using our tax dollars.... (Fred has the contract to manage the sidewalk & asphalt overlay projects throughout the city. ) Let's look at his skills actually put to the test. Fred is SUPPOSE to provide flagmen so traffic isn't a problem for workers, and to also provide workers with a modicum of safety as they work.

    Fred Martinez with ATSER has really (*&^% up the program management on the street construction. He doesn't know what he is doing, and on top of that some of the things that he is doing are dishonest.
