   As chief executive of Baker County Medical Services, Dennis Markos is the top administrator for Ed Fraser Memorial Hospital, a nonprofit charity medical center in Macclenny. Markos said he is against the reform project because it will funnel public money to Medicaid HMOs instead of helping poor people, and that he will not sign the contracts required to work with Medicaid HMOs at his hospital.
   
   Markos also said the reform project will be bad for business while lowering the quality of care for Medicaid recipients, which make up 17 percent of his patients. The hospital is reimbursed around 25 percent of the cost to care for those patients, but Markos said he accepts indigent care as part of his hospital's mission.
   
   "We will subsidize the state of Florida. We will not subsidize a private company," he said. "These people are destroying the health care system."
   
   More than 23,000 people in Baker, Clay and Nassau counties are enrolled in some type of Medicaid coverage.

   For instance, at the present time, Dennis Markos, Executive Administrator of Ed Fraser Hospital and Wells Nursing Home has reported that these changes will mean a $300,000 increase in salaries, in addition to an increase in liability insurance from $200,000 to $250,000. With the drastic increase to the number of elderly beginning in 2011, these increased minimum staffing ratios mean that, as Mr. Markos has indicated, salaries and insurance costs will also increase.

   Dennis Markos, CEO of Baker County Medical Services Inc., which owns Fraser Memorial, filed against Aetna Health Management LLC and Humana Medical Plan Inc. after neither side could agree on payment prices or what constitutes "usual and customary provider charges" or the term "community" in a 2005 Florida statute.
   
   The suit was filed May 30 in the 8th Judicial Circuit court for Baker County.
   
   Fraser Memorial has contracts with several other insurance companies, including Blue Cross and Blue Shield of Florida Inc., that outline prices to be paid for treatment given to those insured by the companies, but Aetna and Humana are not among those companies, Markos said.
