    A second investigation by the commissioner, Zahida Manzoor, into compensation schemes for respiratory disease and a condition known as vibration white finger, found that the Legal Complaints Service (LCS) risked damaging its reputation because of its "poor service" to some miners and their families.

    "I highlight the case of six individual miners who, in 2007, have shown real persistence in their complaints.Despite being encouraged to conciliate by the LCS they refused, and insisted that their complaints should be investigated and adjudicate.

    "Through their persistence, each of these miners has, on average, correctly received an additional ,1,700 compensation from their solicitors."

    Ms Manzoor warned that miners' complaints could become an "Achilles heel" for the LCS if it did not act on her proposals, such as good management and administrative checks and balances.

    Zahida Manzoor was appointed as Legal Services Ombudsman in March 2003 and as Legal Services Complaints Commissioner in February 2004.

    Zahida has received various awards in recognition of her achievements, including the CBE in 1998 for her work in the Health Service and for race relations within the UK.A former member of the NHS Policy Board and Regional Chair of the NHS Executive, Northern and Yorkshire Regions, she oversaw many improvements in the Health Service for over 60 hospitals and Health Authorities.

    Zahida was Commissioner and Deputy Chair of the Commission for Racial Equality and Chair of the Bradford Health Authority, the first Asian woman to fill these posts.

    Zahida's priority away from work is her family, including her two daughters.

    The Legal Services Ombudsman and Legal Services Complaints Commissioner, Zahida Manzoor CBE, has welcomed the new Legal Services Act which received Royal Assent yesterday.

    Commenting on the new legislation, she said:

    "It has been a long and sometimes difficult road, but finally the reforms can start to become a reality for the consumer and for the legal profession.This new Act brings in much heralded changes to how legal services will be delivered and regulated and how complaints will be handled.As a contributor to Sir David Clementi's review and an enthusiast for the blueprint he set out, I am pleased to see the changes become law."

    Speaking of the new bodies which will be created by the Act, Ms Manzoor said:

    Ms Manzoor also welcomed Alternative Business Structures that will be created under the Act:

    "This should see greater competition and raising of standards in the provision of legal services."
