Chairman of Palli Karma-Sahayak Foundation (PKSF) Dr. Wahiduddin Mahmud on Monday said the microcredit programme has played a significant role in rescuing the poor from the trap of traditional "Mohajani" (usury) system over the decades.

"Now-a-days microcredit programmes are being used not only for poverty alleviation but also for overall economic progress of the nation," he said while addressing the inaugural function of the Microcredit Fair-2007 here.

Palli Karma-Sahayak Foundation (PKSF) has organised the four-day (March 5-8) fair at Bangladesh-China Friendship Conference Centre.

Organisers said the main objective of the fair is to help contribute to enhancing the marketing opportunities of the products of micro-credit borrowers while giving a detailed insight on what micro-credit is doing and can do.

Dr. Wahiduddin Mahmud, a noted economist, said micro-credit programmes receding from its earlier convention of limited objective of poverty alleviation widened window from the production to the business sector.

Recalling other successes of the microcredit programmes, he said the country has achieved tremendous progress towards ensuring safe reproductive health, raising hygiene awareness and increased literacy rate."It is higher in many cases than neighbouring India," he pointed out.

"If microcredit borrowers are provided with simple assistance they can produce quality goods," Mahmud said, adding, "It will be used as a tool to bring about changes at all spheres of national life in the days to come."

Eminent economist Prof Wahiduddin Mahmud has said investment opportunities in Bangladesh might be much better than it looks, reports UNB.

The observation came in the wake of the country's accelerated export growth and per capita income, which he claimed to be one of the highest in the developing world, as well as improvement in human development, next only to china.

"How does one reconcile the country's poor image of governance with such remarkable achievements in economic and social development?"Prof Mahmud told a recent workshop on the prospects of foreign investment in Bangladesh held in Mumbai, India.

He said Bangladesh recorded the achievement since early 1990s despite international agencies' poor ratings in terms of its quality of governance, corruption, economic competitiveness and the general climate for doing business.

Tata Group of India organised the workshop attended by academics and business experts from India and abroad, according to a message received in Dhaka on Wednesday.

The topics discussed in the workshop included business environment in Bangladesh in an international perspective, the country's economic growth prospects, investment risks, and the bureaucratic culture of getting things done.

Prof Mahmud said the politics of confrontation and the mutual ‘blame game' between the two major political parties create or exaggerate an external perception of economic and political fragility of Bangladesh.

"The political exploitation of the populist appeals of religion and the ‘India factor' also creates wrong impressions about the actual policy agenda of the two major parties, neither of which actually favours religious fundamentalism or fails to see the benefits of cooperation with India."

He continued: "True, there are serious problems regarding corruption and bureaucratic hurdles, ports and infrastructures, hartals and the like.
    ...
"This creates opportunities for foreign investments in backward linkage industries in Bangladesh," Prof Mahmud said, citing an example that the pharmaceutical industry has shown considerable promise in Bangladesh, with production growing almost threefold since the early 1990s.

However, he said, almost two-thirds of the ingredients of this industry are currently imported from India.

"Dynamism (in private sector) does not come always," Prof Wahiduddin Mahmud told reporters.

Saifur made it clear that he was not in favour of raising interest rates on bank loans at this moment.

Prof Mahmud apparently meant a donor's proposal made recently to enhance interests on bank loans was to arrest credit expansion in the private sector."Arresting credit flow by artificial means will stop the dynamism in the private sector," he said.

Professor Wahiduddin Mahmud told the newsmen that in the election year the government usually increases its expenditure, which creates instability in the economy, hoping that the next budget would be free from such extra expenditure.

He also said for the reduction of inflation rate, the government may devaluate the local currency Taka.

"From the past experience, the government usually looks for the quality development projects, but it does not go for the big project" he further said.

The economists suggested reducing government expenditure and expeditious implementation of the existing development programmes instead of approving any new big projects under ADP in the next budget in order to reduce inflationary pressure.

They, however, recommended an alternative approach to make the exchange rate of local currency, Taka, flexible against the foreign currencies."Devaluation of Taka will be a blessing in disguise," Prof Mahmud said.

He said the present inflation rate driven by the international price hike of petroleum products is not too high.
