And while the census does bring more money to localities, the fact that the state subtracts that funding from other state funding can make the whole process more trouble than it is worth, said Jennifer Maguire, director of financial services for Manassas Park City Schools.

"To me, while I will make my best effort because the state directs me to, the superintendent and the school board, too, I don't see how it helps our instructional mission or truly significantly impacts it," Maguire said.

The school division's fiscal 2005 budget also includes about $2 million in debt service for school building projects that was previously included in the city's budget, according to Director of Financial Services Jennifer Maguire.

"It is particularly hard in this case [to estimate a cost] because there are so many questions that need to be resolved," Jennifer Maguire, the financial director, said. "It is premature to assign a definite amount. The cost will ultimately depend on what the School Board, community and City Council determine is needed."

Because schools are often funded through bond issues, Maguire said, when it comes time to approve a cost, the School Board will approach the City Council.
