    William F. Mackey, vice president of professional services for Vitech Corporation, brings more than 35 years of experience in scientific research, engineering, management, systems integration and law to the team.Today he manages the company's consulting and training divisions.

    Mackey also holds the honor as one of 35 named International Council on Systems Engineering (INCOSE) Fellows, of which he serves as chairman.In addition, he is one of nine INCOSE members responsible for certifying system engineers and is an adjunct professor at the University of Maryland University College.Mackey also served as chair of INCOSE's Tech Board for three years and continues to co-chair the anti-terrorism international working group he chartered.

    He attended the U.S. Naval Academy; has a bachelor's degree in physics from the University of Pittsburgh; earned a master's degree in physics from the Rensselaer Polytechnic Institute; and received his doctorate in systems engineering from the University of Pennsylvania; as well as a juris doctorate from the Washington College of Law at American University.He is a member of the State of Virginia and the District of Columbia Legal Bar Associations.

    William Mackey has more than 35 years experience in scientific research, engineering, and management applied to aerospace, energy, homeland security, transportation, systems integration, and law.He has held a number of progressively responsible management positions, including leadership of 120 professionals involved in systems engineering, telecommunications and networking, office information systems, and major systems development in the CSC Systems Division.

    Dr. Mackey is a member of both the District of Columbia and the State of Virginia legal bars.He was Chairman of the D.C Bar Computer and Telecommunications Law Committee from 1986 to 1991.He attempts to bridge the gap between the technical disciplines and the practice of jurisprudence.He is presently a Adjunct Professor at the University of Maryland teaching Telecommunications (including regulatory and telecommunications law) and Systems Engineering courses.

    Dr. Mackey attended the U.S. Naval Academy and has B.S. and M.S. degrees in physics from the University of Pittsburgh and the Rensselaer Polytechnic Institute.He received his Ph.D. in systems engineering from the University of Pennsylvania and his J.D. in law from the Washington College of Law, American University.

    He has served on many INCOSE WG/IG's and was Chairman of the Systems Engineering Applications Technical Committee from 1995 to 2001.He most recently served as the INCOSE Technical Board Chairman from 2001 to 2004.He has published numerous professional papers on topics in systems engineering, telecommunications, technology management, supercomputing, capability maturity assessments, transportation, medical applications and legal issues.Dr. Mackey was awarded the status of INCOSE Fellow for blending Systems Engineering with principles and practices of jurisprudence and business.
