    In 2008, Alistair MacDonald, Ambassador of the European Commission to the Philippines, said the EU wants to negotiate a comprehensive, WTO-plus (World Trade Organization) FTA with ASEAN, drawing on the recommendations of the EU-ASEAN Vision Group.

    "Such an agreement will . . . certainly bring considerable benefits to both the Philippines (and the other ASEAN partners) and to the EU," he noted.

    European Union Ambassador Alistair MacDonald said the European Commission approved last Friday the grant of at least 7 million euros to the MTF from its Humanitarian Aid Department.

    "In terms of immediate humanitarian relief, the Commission has earmarked up to 4 million euros or approximately R270 million at current exchange rates to help people affected by the recent violent incidents in Mindanao," MacDonald said.

    "And in terms of longterm rehabilitation assistance, the Commission also approved a grant of up to 3 million euros or approximately R200 million for displaced households and communities affected by conflict over the recent years," he added.

    MacDonald said that the funds will be channelled through the humanitarian aid agencies of the United Nations, the International Red Cross, and local non-government organizations.

    "The assistance will cover emergency food distribution, drinking water, sanitation facilities, non-food relief items like medicines, basic shelter assistance, health care and psycho-social support, and emergency support to livelihood rehabilitation and protection," he said.

    Echoing the stand of the European Commission on the hostilities in Mindanao, MacDonald urged the government and the leaders of the Moro Islamic Liberation Front (MILF) to declare ceasefire and give way for a peaceful dialogue.

    "We urge both parties to return to the negotiating table because we support a non-violent peace process," he said, adding that the EC has urged them "to show restraint and genuine respect for the rule of law."

    Alistair MacDonald, ambassador of the European Commission to the Philippines, earlier said that the body would meet difficulties ties because of the member-countries differing perceptions of human rights.

    "Not all of the member-countries are quite as committed to the idea [of human rights], but the existing traditional Asean spirit of consensus is already a significant progress. As long as there dialogue [among them], the HRB is likely to be given a mandate that will address protection as well as promotion [of such rights], and will underline the universality of human rights," MacDonald added.

    Forensics and witness-protection experts as well as police have been sent after a government request last month, said Alistair MacDonald, the EU's head of delegation here.

    "The mission will proceed very quickly.We expect them shortly," MacDonald told reporters.

    "This is a very technical issue.This is an expert mission to identify needs of support.It's not an investigation.We will bring experts in the field to identify the kind of support we can provide," he added.

    MacDonald said it was the Philippine government's responsibility to find the killers and protect its citizens.

    "First, stop the killings and second investigate and identify and bring to justice those who have been carrying them out," MacDonald said.

    Ambassador Alistair MacDonald, head of the EC Delegation in Manila, said both sectors can propose projects individually or in groups and even with each other.

    Once the proposals are screened by a Migration Advisory Board, which would include a Filipino, these should be ready for implementation in September 2009.MacDonald said the initiative follows the EC's adoption of a Migration Pact on October 15.

    He said the Philippines was pre-selected because of the "sheer size of Philippine diaspora of its total population and that not only the government but also its civil societies have lots of ideas" that could serve as a model for the 15 others chosen.

    The initiatives cover four areas: migrant remittances and how they are leveraged for development, migrant communities and their links with labor sending and receiving countries, use of migrant skills and mitigation of the so-called brain drain, and rights to information for prospective migrants and returnees.
