It's not necessary to mail transactions to Utica, where the New York State Department of Motor Vehicles maintains a mail-in processing center, explained Jane Maas, supervisor of the Tioga County DMV office in Owego.
"Things being mailed to Utica, driver's license renewals, for example, is costing Tioga County 12.7 percent of the total dollar cost," Maas said.She pointed out that the county receives an amount back from the state equal to 12.7 percent of the total number of transactions involving motor vehicles.
The reimbursement does not include county sales taxes, all of which are taken by the county "up front" and are not sent to the state DMV in Albany, Maas noted.
However, she added that members of the public may continue to mail in renewals, but the address on the DMV envelope, if the envelope supplied by the state DMV is used, should be crossed out and replaced by POB 307, Owego, N.Y. 13827.
"The envelopes are pre-addressed to the Utica office," she said.
In addition, the bar code at the bottom of the envelope should be crossed out, as well, Maas observed.Otherwise, the envelope will be sent automatically to Utica, regardless of the address, because the bar codes are read by computers.
Mass added that she has been told verbally by local residents that they sent their renewals to the Owego office, but they were sent to Utica instead, because they (Tioga County residents) did not cross off the bar code.
"Economically, it's a bad year," she pointed out."Tioga County is trying to raise as much revenue as possible, to keep taxes down, and it doesn't make sense to send it all to Utica."
