,Phillip Lum, a former Colma mayor and longtime city councilman has pleaded guilty to federal fraud charges related to his accepting free airline tickets from a casino owner who benefited from Lum's votes.,Lum, 54, pleaded guilty before U.S. District Judge Jeffrey White in San Francisco Thursday to two counts of a crime known as honest services mail fraud, which refers to using the U.S. mail in a scheme to defraud his constituents of his honest services.

,U.S. Attorney Scott Schools said Lum admitted during the plea to accepting first-class and coach airline tickets to the Philippines from the owners of Lucky Chances Casino in Colma in 1999 and 2000.

,Lum admitted he did not report the gifts on public disclosure forms as required by state law and that he voted on issues before the City Council that he knew would benefit the casino, Schools said.,Lum was a councilman for 20 years from 1986 until he narrowly lost a re-election bid in November, a month after he was indicted by a federal grand jury.He served as mayor at various times during his tenure on the council.,Schools said, "The public places a tremendous amount of trust in its elected representatives through voting them into office.Elected officials who violate that trust for personal gain will be prosecuted to the fullest extent of the law.",Walker said of the guilty plea, "Obviously it's devastating as far as Phillip Lum is concerned.
