Jennifer Lukovich, an environmental researcher at the University of Manitoba, presented the proposal on behalf of the Coalition to Save the Elms.It would apply to trees of all species more than 30 centimetres in diameter, measured 1.4 metres above ground level.She said more than half of city trees are on private property, so Winnipeg cannot afford to ignore private lots if it wants to remain the "emerald city of the West."
Trees also absorb the greenhouse gases responsible for climate change and help prevent flooding by reducing storm water runoff, she said.Replanting is helpful, but it can take 100 years for a tree to grow to maturity.
City officials refused to say yesterday whether the urban forest is in decline because the bylaw is now on the political agenda and they may be required to report to council on that issue.
Lukovich was motivated to help draft the bylaw after several new neighbours on Roslyn Road cut down trees as soon as they moved in.
