    "Creative thinking is the currency of the 21st century," Todd Lueders, president of the Community Foundation, said during the plan's inaugural event Friday.

    Culture and the arts, he said, must play a key role in attracting talent to contribute to the unique identity of the region, as well as to develop a creative work force.

    That's what the artists, business leaders, educators and politicians who prepared "Creative Monterey: An Action Plan" expect to accomplish.

    Lueders said other communities are taking similar approaches to promoting the arts, as funding for such programs becomes increasingly scarce.

    Todd Lueders, the president of the Community Foundation of Monterey County, said the report reflected "an imperfect science."

    "It's a snapshot," Lueders said, "and it can be skewed by a lot of things."

    The report only analyzed philanthropy in a single year, 2003, and did not take into account all types of giving, said Lueders.

    For example, he said that the report did not include bequests - money transferred through a will.

    "The community foundation received $25 million this year in bequests alone," Lueders said.
