Aaron Lowe, the DLNR's trail access specialist, told HCA members that his one-man office oversees 65 trails throughout the state, 35 of which are on O‘ahu including the 3-mile Hau‘ula Loop and the 3.4-mile Ma‘akua or Papali Ridge trail.Besides limited resources, he focuses mainly on matters of access and commercial use of the trails, which is the new issue our department is faced with..Lowe explained that commercial tour operators are limited by permit to six designated trails with a maximum of two groups of 12 per day, on weekdays only.Some Hau‘ula hikers, however, see commercial tour operators using up limited parking space at the trailheads on Hau‘ula Homestead Rd.Lowe said he would work with the Board of Water Supply to see if additional parking space can be carved out of their facility.He also noted some tour operators are parking at Hau‘ula Beach Park and walking from there.Also, you should never see a tour bus on the weekend, Lowe said.He added that the fees the operators pay are used to help maintain trails through the Nä Ala Hele volunteer program.Lowe and HCA members also discussed trail maintenance, and concerns over mountain bike and dirt bike rider who use the trails.Lowe can be reached at 587-0166.In other HCA business, the members :Took a hard look at whether to recommend banning fireworks, based on health concerns, the widespread use of illegal fireworks and illegal practices.It was noted that the State Legislature has jurisdiction over fireworks, and the HCA members approved sending a letter to the legislature asking for stronger restrictions.Voted to support a proposal by a company trying to establish a center for at-risk youth in the area – if a suitable location can be found – through grants and state contract funds.
