"This could really be our last chance to get on board," said Hector Lizasuain, who is the West 192 coordinator for the Osceola County engineering department.Lizasuain, who helped oversee that county's successful beautification effort running from Hoagland Avenue to the east of Black Lake Road, is coordinating the Four Corners Area Council's effort to extend the project to Four Corners.
Lizasuain told the council he was planning to make a presentation to FDOT on the expansion of the West 192 Redevelopment District into Four Corners.FDOT is planning for the widening of U.S. 192 from four to six lanes, and the council hopes to piggyback on that project.
"We're in a time crunch right now with (F)DOT," Lizasuain said."They're going to break ground in 2009, with or without us."
He acknowledged it hasn't been easy getting this project off the ground.
"There have been some stumbling blocks in the past," he said.
...
"This is just going to be such a big deal," Lizasuain said.
...
"We have to tell people it's a great idea, but guess what, you have to pay for it," Lizasuain said.
Lizasuain has spent most of this year sounding out local business owners on U.S. 192 in Four Corners, from Black Lake Road down to U.S. 27, to see if they would support a similar makeover on their section of the highway. He has noted that BeautiVacation grants are available from the state for $300,000 each for which all four counties could apply.
Lizasuain said Osceola County now has a contract with PPS&J, an engineering firm, and he plans to recommend the firm to FDOT for the Four Corners beautification project.
"One of the recommendations we'll be making is installing a phase one - guide markers and palm trees along the route," Lizasuain said."We'll touch on what we have now, and whether it is working. That's what people want to know."
Lizasuain insisted that the current BeautiVacation project has been a big success, making the section of U.S. 192 far more appealing to residents and visitors alike, and making it considerably more pedestrian-friendly.
"If you want to see if this project is working, call me and I'll pick you up and I will show you," he said.
