   Livinghouse, who stood outside The Brass Rail in 70-degree heat that was much cooler than that inside the building, took the loss with the bearing of a person who knows how it goes when it comes to politics.
   
   "I have a new goal in mind tonight," Livinghouse said, winking and smiling at the thought. "It's to get someone named Joe (Kernan) elected as governor of Indiana."
   
   Livinghouse had served on the council since 2000 and is the mayor's appointee on the Plymouth Plan Commission.
   
   She recently resigned from a seven-year tenure as chairwoman of Marshall County Democrats, but remains vice chairwoman of the 2nd District Democrats on the state level.

   According to Michelle Livinghouse, a member of the board of health, holding up the proposed law right now is that an actual ordinance has not been nailed down yet.
   
   Livinghouse said Wednesday that a smaller group from the board of health will meet with the county attorney to review a proposed ordinance.
