George Ligler is a member of RTCA's Program Management Committee, is Vice-Chair of RTCA's Special Committee on Satellite Navigation, and is Rapporteur of the UAT Subgroup of the ICAO Aeronautical Communications Panel (ACP).Dr. Ligler has been co-chair of RTCA Working Groups that have developed Minimum Operational Performance Standards for both UAT and the 1090 MHz Extended Squitter ADS-B links.Having first been introduced to the VDL Mode 4 ADS-B technology in 1991, Dr. Ligler was co-chair of the FAA's ADS-B Link Evaluation Team, which reviewed the technical capabilities of all three ADS-B link candidates, and was facilitator for the successor FAA/Eurocontrol Technical Link Assessment Team (TLAT).
George Ligler holds a B.S. in mathematics from Furman University and M.Sc. and D.Phil. degrees in computer science from Oxford University, where his studies were supported by a Rhodes Scholarship.
