Jose Leviste, JrMr. Leviste is a senior development economist/planner of international stature.
He has an excellent 17-year track record in public service which started with his election as Delegate to the 1971 Constitutional Convention in November 1970 until he opted to fully leave government service to receive the prestigious Woodrow Wilson International Center Fellowship in Washington, D.C. in July 1987.He has served, among others, as Secretary-General of the Office of the Prime Minister, Deputy Minister of Trade and Industry, Executive Director of the National Council on Integrated Area Development (NACIAD), Chairman of the Philippine Overseas Construction Board (POCB), and Executive Director of the Energy Development Board (EDB).
While Secretary-General of the Office of the Prime Minister, he supervised a multi-agency staff of the best and most dedicated professionals from all sectors of Government in supporting the requirements of Prime Minister Cesar Virata and the Cabinet.He also chaired the Agricultural Policy Implementation Monitoring Committee which supervised and coordinated activities related to the agricultural sector financing programs including the WB-supported Agricultural Inputs Loan Fund.He was actively involved in the rationalization program of government-held corporations and assisted in developing the privatization strategy for their divestment.He chaired the Cabinet Sub-Committee which reviewed the RP-US Military Bases Agreement prior to the renegotiation in 1983, and the implementation by the Philippines of the Provisions of the UN Convention of the Law of the Sea (UNCLOS).He also played key roles in the development and implementation of major Government of the Philippines (GOP) programs like the USAID Small and Medium Enterprises Project, the World Bank (WB) rationalization program for the domestic construction industry, and the industrial component of the ASEAN-Japan External Trade Relations Organization (JETRO) Cooperative Project.
Mr. Leviste has had many years of corporate experience in both the public and private sectors in the Philippines and other Pacific Rim countries.Since the early Seventies, he has consistently advocated a Pacific Economic Community to include the Pacific Rim Latin American countries as a means toward greater economic cooperation in the Pacific Region.He is Editor of the book, "Pacific Lake: Philippine Perspective on a Pacific Economic Community" and Author of the books,"Food for Thought on Agricultural Strategies for Developing Countries" and "Transitions, Essays on the Philippines and the Pacific Rim."
He was Chairman of the Philippine Pacific Economic Cooperation Committee (PPECC) in 1987-1992.He is currently involved in joint-venture agro-industrial and land development projects in the Philippines and United States and is also active in the investment promotion of Philippine projects in the US and in the distribution of world-class Philippine exports to the United States and Canada.He is the Chairman of the Philippine-Myanmar Business Council, which seeks to promote business ventures and economic cooperation between the Philippines and Myanmar.He is also a Business Associate of the Asia Pacific Research Center of Stanford University.
Mr. Leviste holds a Bachelor of Arts in Economics from the Ateneo de Manila University, a Master of Arts in Economics from Fordham University, and an MBA in International Business from Columbia University in New York City.
