    THE HAGUE , Netherlands -- Two Bosnian Serb former camp guards have admitted crimes against humanity at The Hague war crimes court after prosecutors agreed to drop additional charges , the tribunal said Wednesday.

    Dusko Sikirica and Damir Dosen will plead guilty to charges of persecution at northwest Bosnia's Keraterm detention camp , where hundreds of Muslims and Croats were beaten and killed in 1992 , newly released court documents show.

    Prosecutors have recommended sentences of up to 17 years for Sikirica and up to seven years for Dosen , but judges are not bound by the recommendations.Both accused still risk life imprisonment.

    HE HAGUE - Mexico called for urgent stays of execution for 51 Mexicans on death row in the United States as it opened a World Court case yesterday arguing their "life or death" rights to consular help had been violated.

    Mexico says US state and municipal officials breached an international treaty by failing to inform the Mexicans of their right to consular assistance after their arrests.

    In the highest-level bout of a lengthy fight with the United States over the treaty, Mexico wants the International Court of Justice to rule that the convicts should be retried because their rights were denied.

    But before the Hague-based court considers the merits of the case - likely to take years - Mexico wants an injunction forbidding the United States from executing any Mexican nationals or fixing execution dates for them.
