In April 2003, Pam Ledbetter became a member of the Waterbury Cove Homeowner's Association.She began networking with other HOA Boards in the area to discuss common issues and concerns.After several months, she decided to form an organization of these neighborhoods and others so that they could have more influence in negotiating better deals with their contractors and vendors and also have more of a voice when talking with local government officials concerning common concerns in their community.Through her research of other community associations, she read a past article in the AJC about the Collins Hill Coalition that had already been successful in their efforts with several Land Use issues over the last two years.Pam had already formed a network of 13 subdivisions and they had a network of 11 subdivisions so they decided to join forces.
