Ms. LeBar is Of Counsel in the firm's Lexington office and is board certified in Healthcare Compliance.She has more than seventeen years of experience in health and business law.She has handled a wide range of matters before state and federal administrative agencies, regulators, and state professional licensing officials in over 30 states.Ms. LeBar's practice covers the areas of Long Term Care, Home Health, Hospital and Hospice Care, Medicare and Medicaid Reimbursement, operational day-to-day advice as outside general business and regulatory counsel, and licensing appeals.Ms. LeBar is recognized nationally for her extensive expertise and plays a significant role in advising and assessing the legal needs of health care providers as they navigate through the many corporate laws and regulations mandated by both the federal and state government. Ms. LeBar served as IPO and Add-on regulatory counsel for several Wall Street financial underwriters taking public a national senior living company having more than 380 facilities in the United States.She travels throughout the United States conducting due diligence, evaluating systems, policies, and procedures relating to the risk analysis for the IPO, as well as other proposed or pending business transactions.Ms. LeBar also prepared change of ownership documents for over 500 facilities during her career.She has served as an advocate in many of this nation's state capitals on behalf of many long-term companies, large national providers and small local companies. Ms. LeBar's was first licensed to practice law in Delaware.The Delaware experience continues to serves her well in understanding the corporate/business needs of her clients.She also has licenses to practice law in the Commonwealth of Kentucky, and Texas and is admitted in many of the federal district and circuit courts nationally and admitted pro hoc vice in many other jurisdictions through out the United States, Ms. LeBar's experiences provide her with a national viewpoint that is held by few other lawyers. Having been a Deputy Attorney General representing several different divisions within the Delaware Department of Health and Social Services for more than eight years, and having received the state attorney general's highest award for achievement, Ms. LeBar understands the complexity of state government and the need to do "Your Homework" when representing clients before state and federal officials. Prior to her career in law, Ms. LeBar was human resources professional for twelve years.During her tenure at the Delaware Attorney General's office, she taught in a graduate school program for Wilmington College in Wilmington Delaware in both its MBA and MPA programs, including classes in business and employment law courses as well as Administrative, Insurance and Health law.Ms. LeBar speaks nationally and writes articles on various health laws, licensing, and regulatory.
