    Testifying before the House Committee on Financial Services, Ellen Lazar, executive director of Neighborhood Reinvestment, outlined a five-year goal for the national NeighborWorks Campaign for Home Ownership, which has already helped more than 60,000 families become homeowners.

    Over the next five years, the Campaign will help an additional 50,000 families attain homeownership, while helping an additional 50,000 residents with the support needed to remain in and improve their homes.Homebuyer education, which enhances the long-term success of homebuyers, will be provided to more than 500,000 families during the next phase of the Campaign, Lazar told the committee.

    Celebrating its 25th anniversary this year, Neighborhood Reinvestment is a national, public nonprofit intermediary created by Congress to support and expand revitalization of lower-income communities throughout America.The Corporation founded and supports the NeighborWorks network of 226 community-based nonprofits serving more than 2,300 urban, suburban and rural communities nationwide.These organizations revitalize neighborhoods by mobilizing public, private, and resident-led partnerships and tailoring affordable housing, economic development, and resident leadership activities to meet specific community needs.

    The Bush Administration has proposed a $115 million budget in FY 2004 for Neighborhood Reinvestment.Additionally, private-sector investment related to NeighborWorks® activities could top $2.2 billion in FY 2004, generating approximately $18 for every $1 provided through congressional appropriation, Lazar said.

    Speaking before the Senate Appropriations Subcommittee for HUD, VA and Independent Agencies; Neighborhood Reinvestment Executive Director Ellen Lazar said that congressional funding for NeighborWorks organizations provides the needed underpinning for strengthening their communities, transforming resident's lives and bringing more families into the economic mainstream.

    Additionally, private-sector investment related to NeighborWorks activities could top $1.5 billion in FY 2003, generating approximately $15 for every $1 provided through congressional appropriation, Lazar said.

    Lazar's testimony cited several examples of innovative strategies used by NeighborWorks organizations to address a range of community revitalization needs, including expanded homeownership opportunities and the development of affordable mixed-income rental housing.

    Federal funding in support of homeownership through the NeighborWorks Campaign for Home Ownership has produced remarkable results in the course of the five-year initiative, said Lazar.

    "These multifamily properties are critical to the mixed-income housing stock serving families under 30 percent of local area median income," Lazar told the panel. Funding for NCC, which included an initial $1.8 million investment by Neighborhood Reinvestment, will support the production pipeline of mixed-income properties by financing acquisition and preservation of existing properties, Lazar added.

    Ellen Lazar is senior vice president of Housing and Community Initiatives at the Fannie Mae Foundation, which is the largest foundation in the country devoted to increasing the supply of homes for those who need them the most. In her capacity with the Foundation, Lazar directs grantmaking initiatives and programs both nationally and in Washington D.C., which are focused on affordable housing. In Washington, her oversight also includes the Foundation's initiatives that are focused on preventing and ending homelessness, improving public education, increasing the adult literacy rate, and others focused on improving the quality of life in the Foundation's hometown.

    Lazar's career is marked by an abiding determination to bring much-needed services to underserved communities. She knows the affordable housing industry, the challenges facing low-income populations, and what it takes to transform a distressed neighborhood into a vibrant community. Throughout her professional life, she has found new ways to bring new resources to the cause of community revitalization.

    Before joining the Foundation, Lazar was executive director of Neighborhood Reinvestment Corporation (NRC), now known as NeighborWorks® America. Under her leadership, NRC launched several national programs and developed a long-term strategy to raise the visibility of the NeighborWorks network of community-based organizations across the nation.

    Before joining NRC, Lazar was director of the U.S. Treasury Department's Community Development Financial Institutions (CDFI) Fund. As director, she expanded the Fund's scope, launched initiatives to increase the capacity of CDFIs, and strengthened the Fund's congressional support. Previously, Lazar was executive director of the National Association of Affordable Housing Lenders, a national membership organization that promotes private investment in affordable housing. She also served as vice president and general counsel of The Enterprise Foundation. Before that, she was assistant general counsel to the National Corporation for Housing Partnerships and served in the Office of the General Counsel of the U.S. Department of Housing and Urban Development.

    Lazar serves on the boards of a variety of nonprofit organizations, including Nonprofit Finance Fund, Community Wealth Ventures, the National Fund for Enterprise Development and the Corporation for Enterprise Development (CFED). She is a graduate of Queens College of the City University of New York and of the Indiana University School of Law at Bloomington.
