    Veldon Law, Ed.D. Senior Consultant

    Veldon Law has 29 years of experience working in community colleges, including nine years as a chief academic officer and nine years as a president. Much of his career has been spent in program/course development, improvement, and expansion, especially in conjunction with and responding to interests of business and industry. Dr. Law has extensive consulting experience, particularly in institutional effectiveness, student academic achievement, enrollment management, and marketing.

    He has served at numerous institutions and organizations, including John Wood Community College (Quincy, IL) and Barton County Community College (Great Bend, Kansas). Among his many achievements while at JWCC were the development of a distance learning telecommunications classroom connected to six western Illinois community colleges, a university, and a regional graduate center; guiding the Business and Industry program to deliver more instruction and contract training; and participating in the completion of a capital campaign feasibility study. While at Barton County Community College, Dr. Law was instrumental in developing partnerships with in-state universities. He also developed two revenue-producing on-line colleges (BartONline and EduKan), which contributed to his significant grant experience and culminated in the receipt of over $6.5 million in federal, state, and private grants to support the college's educational and service mission. He also initiated and implemented the college's first capital campaign for $4 million.

    In addition to his role in fund- and friend-raising in major gifts campaigns for two community colleges, Dr. Law has been a presenter and keynote speaker for numerous conferences, including the Executive Leadership Institute sponsored by the League for Innovation in the Community College and The State Association of Kansas Resource, Conservation & Development Councils. He's also made presentations before a variety of colleges' faculty, staff, and governing boards, as well as providing consulting expertise to an assortment of higher education and business and industry organizations.

    Dr. Law has numerous publications to his credit, including the AACC Times article "Using a Computerized Approach to Instructional Assessment", which he co-authored with Clements Group President Dr. Pend Armistead. His educational background includes degrees from Brigham Young University (Provo, UT) and the University of Nevada in Las Vegas, where he currently resides.

    "Nothing has been decided," Lee said, following a presentation of the findings of a feasibility study by Dr. Veldon Law, chief operation officer of the Clements Group which performed the review for the college.

    "It (the feasibility study) was done online," Law said.

    The 102 individuals interviewed included opinion shapers in the community, current or past board members and foundation board members.

    "It was not a statistical study," he said. There is a lot of positive feeling in the community about the college, Law said. Those TVCC resource challenges include finding additional funding, attracting and retaining qualified staff, keeping pace with technology and new programs, keeping education affordable and improving facilities, the study said.

    "I believe there is an understanding in the community of the need," he said. Law said respondents in the interview were very favorable toward funding campaign, but it would be more successful if big donors were on board ahead of the campaign.

    While those queried felt a funding campaign would be successful, some noted it could be difficult because of economic conditions, Law said. But, more than 160 potential donors were identified, he said.

    I know that the Interrobang reported on many sensitive subjects during Schartz's time as advisor, including the allegations of fraud against the wife of Barton's President, Dr. Veldon Law, as well as a homecoming incident involving Barton basketball player Robert Whaley, other Barton students, and students from Garden City Community College.

    Schartz wrote a letter to Dr. Law Feb. 27 explaining how the Interrobang had received Diboty's letter and described my encounter with Coach Campbell.

    However, on March 24, I happened upon Dr. Law between classes and he told me that I had handled the Diboty situation very well.He said he was originally concerned with the edited version we gave him.He said it looked like I put a lot of thought into it and that I left out some unconfirmable things and also left out some things that were true.He made no mention of Mrs. Schartz's letter.

    Myself, my staff, and Schartz felt that the situation was diffused after that talk with Dr. Law.

    Prior to Schartz's non-renewal, I had scheduled an appointment to talk to Dr. Law to talk about the end of the internal investigation.Dr. Law's secretary accused me of beating a dead horse- another sign of administrative contempt for our paper- but found a time to schedule the interview.

    Anyway, I talked with Dr. Law for a while about the investigation, but then turned to Schartz's situation.Most of the quotes from him are in my articles.

    From that conversation with Dr. Law, I came away with few, if any answers.One thing I did ascertain, though, is that Dr. Law believes that the administration does have the right to some control of the content of the Interrobang.

    This whole situation makes little sense to me in the fact that I see no reason to non-renew Schartz.The only reason I can think of for them to get rid of her is that she refuses to take a part in censoring the content of the Interrobang.

    The president of the college, Dr. Veldon Law, was quoted in the Wichita Eagle as saying, "We would be less than honest if we said we didn't face many of the same pressures felt by most colleges.The public pressure to win can often be difficult to manage while trying to pay the most attention to the student's academic needs."

    I think that quote just about nails it.It tells us that even at the community colleges, which in Kansas are funded in very large part by property tax levies sometimes approaching 40 mills in the host county, that when the taxpayers, the presidents, and the boards are not vigilant the primary mission of education can be compromised by the "public pressure to win" of which Dr. Law speaks.
