Chris Lanier, past president of the Hamilton County Taxpayers Association, said the state's position "makes no sense."

"We ought to be aware of the condition of the bridges we're driving over, so if there's one that's particularly bad, we could avoid it," he said.

However, Chris Lanier with the Citizens Taxpayers Association doesn't see it that way.Lanier says this is a great example of tax dollars being wasted. He says "The city has accountants, professional bookeepers and folks who are supposed to make sure the bills are paid on time."He adds "That's a considerable amount of late fees for the city -- the taxpaers to have to pay."

Chris Lanier of Soddy Daisy practices law to earn a living and practices the piano for entertainment. Now he says he'd like to go to Nashville and perform for the voters of the 31st district as their next state representative.

Lanier will face three fellow Hamilton County candidates and Rhea Countian Jim Cobb in the race for the Republican nomination for the District 31 seat in the Tennessee House of Representatives.
    ...
Lanier has been a general practice attorney for almost 30 years and maintains his office in downtown Chattanooga. He earned his bachelor's degree in political science from Vanderbilt and his law degree from the Memphis State University School of Law.

He has been active in Republican and conservative causes for many years: he organized Growth by Choice to fight annexation and is past president of the Citizen Taxpayers Association of Hamilton County, the Hidden Harbor Homeowners Association, Chattanooga Jaycees, Hamilton County Young Republicans, Memphis State University College Republicans and Vanderbilt University College Republicans. He is also past state chairman of the Tennessee Young Republicans and the Tennessee College Republicans.

Lanier is as committed to his music as he is to politics. He has played the piano for many years and enjoys playing pieces from Rachmaninoff to Merle Haggard in a wide variety of settings. He also composes his own pieces and is a member of the Songwriters Association chapter in Nashville.

He and his wife, Pamela, a third-grade teacher, live in Soddy Daisy.Their daughter, Jodie, will be a freshman honors student at the University of Tennessee at Chattanooga this fall.

"Running for a representative office is something I've wanted to do for a long time, but I wanted to wait until my daughter graduated from high school. Now seems like a good time."

Lanier got his first take of politics working in Barry Goldwater's 1964 presidential campaign and Richard Nixon's 1968 presidential campaign.
    ...
In addition to his political and legal expertise and experience, Lanier said his skills as a careful researcher will stand him in good stead if elected.

"I research things in a very detailed fashion because I want to know why I'm voting. If I don't feel like I understand an issue, my inclination is not to vote for it."

Lanier said he would strongly oppose any attempt to introduce a state income tax.He said he expects Gov.
    ...
Education is the key to solving many of Tennessee's problems, according to Lanier.

"I am concerned about education in Tennessee," he said."We are spending a lot of money and not always getting our money's worth.More important than spending more money is to change our cultural attitude toward learning.Students need to learn to love learning. We need to convince students to stay in school and to study hard."

Improved education will make Tennessee more competitive for businesses and jobs with countries like China and India, according to Lanier.A renewed cultural focus on education would also help students to develop self-discipline, a character trait sadly lacking in many of today's youth.

Lanier said he is quite representative of the average resident of the 31st District.

Chattanooga attorney Chris Lanier , president of the Citizens Taxpayers Association of Hamilton County , said he was totally outraged by the Senate committee's action.

However , the jubilation and distaste could be short-lived as it appeared Wednesday evening that the special session on tax reform was unraveling and would be adjourned today.

The centerpiece of Sen.Rochelle's bill is a graduated income tax , ranging from 1 percent to 5 percent of adjusted gross income.Sen.Rochelle proposed exemptions of $15 , 000 for a single filer and $30 , 000 for joint filers.
    ...
Mr. Lanier said the graduated tax would be worse than Gov.Don Sundquist's original proposal , a flat 3.75 percent tax on income.

A graduated tax creates a class of people who pay virtually no tax and lay off the responsibility of paying for government on others , Mr. Lanier said. It's unfair , undemocratic and morally wrong..
