Paul Lane, president of the Olde Birmingham Business Association and owner of Vintage Motor Cars on Minerva Street, said he would like to see the city turn its holdings into a cooperative-style entrepreneurial zone.

Instead of waiting for an outsider, a white knight to come in and make everything better, why not do it from within and let the citizens participate? he said.
