Landrieu said when she was 12 she fell in love with Spanish architecture during a trip to Europe with her father, former New Orleans Mayor Maurice "Moon" Landrieu.
She said while serving as mayor her father followed a design he saw in Europe along a river by building steps in the French Quarter so you could see the Mississippi.
"Back then, you could not see the river from the French Quarter," she said.Once the steps were built, the French Quarter began to develop, she said, and in time new businesses began to open and the area began to thrive.
She said she crossed the Mississippi at Vidalia many times on visits to Monroe, the home of her husband, Frank Snellings.
"I would always look down at the river because I enjoy its magnificence," she said.
Rep. Bryant Hammett, who along with Landrieu helped fund the center project with state funds, called Landrieu compassionate and receptive to the parish's needs.
