    "We started (construction) in the first week of February," said Clay Landers, owner of Camden Management Partners in Atlanta. "We expect to be mostly completed by January."

    He said the Lakes at San Marcos complex is on 24.4 acres on the southwest corner of Capital Circle Southeast and Woodville Highway and will have 312 multifamily units when finished.

    Leon County commissioners approved the sale of tax-exempt revenue bonds in February to finance the project because 75 percent of the units will be set aside for families earning less than $40,000 annually. Landers said those tenants will be allowed to set aside 5 percent of their rent to be used as a down payment on a home.

    Rents will start at $595 a month for a one-bedroom apartment, go to $641 for a two-bedroom apartment and $726 a month for a three-bedroom apartment.

    Landers said 78 of the 312 units will be rented at market price, from $750 to $950 monthly.

    Landers, a Georgia Tech graduate originally from Bainbridge, Ga., said he has long had an association with Tallahassee because his mother and sister attended Florida State University. He said he became interested in the idea of a multifamily apartment complex in early 2003, when he noticed there was a lack of affordable housing in the city.

    "There were some articles that pointed out Tallahassee was one of the least affordable cities in the nation," Landers said.
