    John Kramer spent nearly 20 years in top jobs at the Pennsylvania and U.S. sentencing commissions.He said that cases such as those documented in The News have led to sentencing guidelines in other states.

    "One of the key purposes of a fair penalty structure is that penalties should be relatively commensurate to the severity of the offense," said Mr. Kramer, a Penn State University sociology professor specializing in criminal justice.

    "If you compare these murder cases to theft, or burglary, it would be hard for a policy committee or sentencing commission not to conclude that murder is always more serious," he said.
