  So the package could be far bigger than announced, says Anna-Maria Kovacs, an analyst at Regulatory Source Associates.
  
  In a Jan. 23 note to clients, Kovacs wrote that these broadband funds could be levered up to hundreds of billions or even trillions of dollars in loans. This probably overstates the risk to taxpayers, she says. But she notes that if even a few hundred million of the funding is used for loans, it could cost the government added billions.
