    GVRD division manager Nancy Knight said the numbers aren't surprising, as most urban areas lose a percentage of water to leakage.She did say Greater Vancouver numbers are slightly above average compared to other large urban areas.

    Knight said the region has to catch up in terms of installing more efficient fixtures, especially washing machines and toilets.Many old 20-litre flush toilets remain in GVRD homes and businesses.The regional district now offers incentives and rebates for those who wish to trade in their old fixtures for new ones.Most new construction in the region utilizes low-flush toilets.According to the GVRD report, Seattle's lower per capita numbers are the result of a comprehensive water conservation campaign that includes public education, toilet and other rebates, a new plumbing code requiring efficient fixtures and universal water metering.Knight said there are no plans to implement universal water metering in the GVRD.However, she said cities such as Surrey and Richmond have adopted their own metering programs, and the region's municipalities will likely phase in metering on a large scale over time.

    Dr. Nancy Knight is the Associate Vice-President, Planning at the University of British Columbia, which is one of Canada's top universities.In this role, she is responsible for the planning and development of the emerging University Town at UBC's Vancouver campus, and for new sites such as UBC Okanagan; she also manages the University's relationship with the University Neighbourhoods Association, which provides governance for the residential communities at the university.

    Prior to joining UBC, Nancy worked for the Greater Vancouver Regional District, which is the metropolitan governance organization for the region.Nancy held a number of positions at the District including Assistant Manager of the Corporate Strategies Department; Division Manager of the Demand Side Management Division; and Senior Planner in the Strategic Planning Department.

    Nancy has also worked in private practice as a consultant, taught at the university level and is currently an adjunct professor at SFU.She serves as a Board Member on the West Coast Environmental Law Society; the Environmental Dispute Resolution Fund; and Playwrights Theatre Centre.

    Nancy holds a Master of Resource and Environmental Management from Simon Fraser University, and a Doctor of Philosophy in Community and Regional Planning from the University of British Columbia.
