Susan Kinney is a Senior Manager at Arthur Andersen's Office of Government Service in Washington DC.Before joining Arthur Andersen, Ms. Kinney served as the Director for Logistics for the National Aeronautics and Space Administration (NASA).In this capacity, she was responsible for NASA Agency logistics policy, oversight, and program technical guidance for Supply, Equipment, Disposal and Contract Property Management encompassing physical assets valued at more than $21 billion; Transportation, Fleet Vehicle Management, and Travel Management; and Acquisition Logistics Management.
Ms Kinney served as a Member of the Asset Management Board responsible for strategizing the development of an Integrated Asset Management solution for NASA.The business process reengineering effort combines the asset requirements for aircraft, facilities, environmental and logistics management considerations agency-wide.
She was elected to serve as the Cross Agency representative as the Logistics Subcommittee Chairman for the Interagency Committee for Aviation Policy (ICAP) representing all Federal Government Agencies with aircraft inventories.
Previously, Ms. Kinney served as the Executive Officer to the Associate Administrator for Management Systems & Facilities providing support on all facets of daily operations for the management and oversight of NASA aircraft, environmental management, logistics management facilities, industrial relations and agency security.
Ms Kinney transferred to NASA Headquarters in 1993 from the Space Station Program Office where she was a Logistics Manager working both as a civil servant and a consultant supporting the Freedom program since 1987.In this capacity, she was responsible for negotiating and integrating International partner logistics programs (Japan, Canada, and Europe).She served as the Transportation manager where she was responsible for managing a $50M budget, coordinating the diverse transport alternatives for transporting flight hardware to the launch site.This included liaison with the Air Force for use of the Space Cargo Transportation System (SCTS) and AMC aircraft, as well as conducting in depth studies on the use of the Guppy aircraft as a transportation alternative.
In previous positions, Ms. Kinney served as the Director of Aircraft Operations at a consulting firm.Her responsibilities included logistics acquisition and program management for numerous Navy aircraft weapon systems (A-6E/F, F-14, F-16N, T-45, C-2A, V-22, Battle Damage and Composite repair) Additionally, in this capacity she managed and developed a 24-Volume Life Cycle Logistics System Process Specification training tool for Navy Logistics Managers.
Ms. Kinney is a Maintenance Officer in the US Naval Reserves, completing her 15th year, and is currently assigned to the Naval Air Systems Command in Patuxent River, MD.She provides ongoing logistics related support to Navy counterparts.
Ms. Kinney has a Masters' in Business Administration and a Bachelor of Science Degree in Business Management from GMU and Virginia Polytechnic Institute & State University (VPI&SU).
Ms Kinney resides in Chantilly, Virginia with her husband and two sons.
