  Don Kinney holds a USCG Inland Masters License and is an ASA Certified Sailing Instructor.An avid sailor for over 30 years, he has raced and cruised on San Francisco and Chesapeake Bays, and has delivered sailboats along the eastern seaboard and offshore to the Caribbean.Don lives in Annapolis and has sailed his Saber 34, CAT'S PAW on the Chesapeake Bay, Florida and the Bahamas.Don teaches our basic and intermediate level sailing courses.

  Capt. Don Kinney, chief fire marshal with the Little Rock Fire Department, says the final report on the Cumberland fire should be completed by this week.He said a security-camera video now being analyzed by the State Crime Lab shows strobe lights connected to the fire alarm system going off in the hallway within four minutes of the start of the blaze.Kinney suggested that residents who reported otherwise might have been confused. “I donâ€t know if youâ€ve ever been awakened in the middle of the night and not known what woke you up,†he said.

  In years past, residents have made complaints about safety procedures at Cumberland and other Little Rock high-rises.They were built before sprinklers were required in high-rises.But Kinney said a full fire drill was conducted at the building last week and it included testing of all smoke alarms.CORRECTION TO EARLIER: We thought we understood Chief Kinney to say some residents had reported difficulty hearing alarms Thursday morning, though he noted that he'd heard alarms quite clearly as they continued to sound while he and other firefighters were at the scene.But he said we misunderstood.He said he knew of no resident who had reported a nonfunctioning smoke alarm.

  Presenter: Don Kinney has been an active SCUBA diver since 1987.In 1991 he became a police diver and has conducted numerous underwater investigations.In 1997 he was assigned the leader of a police dive team and is in charge of training and investigations.Outside his position in the police dive team he has continued his diving education and received his certification as a Trimix Instructor, Instructor Trainers, DAN Instructor, and Instructor Trainer for Professional SCUBA Instructors (PSI).He continues his scuba diving training and also shares his knowledge by conducting lectures and teaching courses.
