Office politics can get rough when an individual who wants to get ahead takes any means necessary to win, even if it involves stepping on co-workers and sacrificing the company's overall productivity, Ketchum said.

In some cases, destructive office politics results from the corporate structure as well as from individual ambitions.

"I see politics as behavior, and [it stems] from system design," Ketchum said.

I agree with your statement about management needs to intervene.One comment though , management must intervene as a critical step for the development of other teams in the organization but my experience is that management must be very deliberate in its methods.Although others my applaud the intervention , the methods will be high scrutinized by others in the organization.A misstep may lead to other teams tightening their boundaries to ward off management interventions in their team.Any thoughts on methods of interventions to use.
