  Allan was raised in Kenaston, Sask where he farmed until he entered politics in 1993 when he was elected as a Reform Member of Parliament.Allan was re-elected in 1997 to the House of Commons.

  Allan began his involvement with provincial politics as one of the co-founders of the Sask Party.He was first elected to the Legislative Assembly in a by-election June 26, 2003.He was re-elected November 5, 2003 in the general election.Allan is the Critic for Investment Saskatchewan; Deputy Critic for Corrections & Public Safety and Crown Management Board; member of the Privileges Committee and the Standing Committee on Crown and Central Agencies.
