   Jeanne Keller, a health policy analyst and president of Keller and Fuller, criticized lawmakers and the Douglas administration for speaking up about weaknesses at VITL after -- rather than before -- authorizing millions of dollars for the organization.
   
   Keller had objected to the new fee throughout the legislative session and said Friday, "We were very concerned about the tax because we knew there were serious systemic problems in the organization."
   
   "The message being given to the public was all very rosy," Keller said.
